Assets declaration trial: S/court rejects FG appeal against Saraki

BY ONWUDIACHI ANWULI JOY

The Supreme Court on Wednesday adjourned indefinitely hearing of a Federal Government’s appeal against the decision of the Court of Appeal, Abuja to strike out some charges brought against Senate President Bukola Saraki.
The appeal is in relation to the ongoing Saraki’s trial at the Code of Conduct Tribunal (CCT) for allegedly failing to declare his assets with the Code of Conduct Bureau (CCB).
Saraki
Justice Tanko Mohammed who led the panel of justices expressed disgust on the nonchalant manner in which Mr Rotimi Jacobs (SAN), Counsel to the applicant and respondent had filed the process.
“The court is disappointed that a high profile lawyer could file such as incompetent application knowing what the extant rules of the court are’’, he said.
The counsel’s effort to pacify the situation failed as the court insisted that the application was incompetent and could be heard as presently constituted.
Jacobs had eventually apologized and prayed the court to avail him another chance to file the necessary affidavits with the exhibits.
Mohammed thereafter gave him 24 hours to file the correct affidavits with the exhibits.
The court then went ahead to adjourn hearing in the appeal indefinitely stating that the counsel on both sides would be communicated on the next hearing date.
Jacobs had a three-in-one application challenging the ruling of the CCT and the Court of Appeal but failed to accompany appropriate exhibits of the two lower courts with the process.
Jacobs had insisted that the decision of the lower court to strike out the three count charges out of the 18 was an error.
The Appeal Court had on Dec.12, 2017 partially upturned Saraki’s acquittal by the Code of Conduct Tribunal.
The three-man panel led by Justice Tinuade Akomolafe-Wilson unanimously ruled that the Senate President return to the CCT to face trial on three counts out of the 18 initially slammed on him.
The court dismissed the remaining 15 counts and ordered that the three charges be sent back to the CCT for continuation of the trial.
Saraki, who is also appellant at the apex court is seeking the setting aside that part of the Court of Appeal decision which ordered him to defend three out of the 18 count charges.

FULANI HERDSMAN FINALLY REVEAL WHY THERE ATTACK BENUE COMMUNITYS

By ONWUDIACHI ANWULI JOY

RELATED TOPICS: A leader of Miyetti Allah cattle breeders in Benue State, Garus Gololo has revealed why Fulani herdsmen attacked some communities in Benue state.
He said their action was a reprisal for alleged theft of cows.
Herdsmen had attacked communities in Guma and Logo local government areas of the state between Monday, January 1 and Tuesday, January 2.
The incident left scores dead, including nearly a dozen livestock guards.
In a chat with BBC Pidgin, Gololo explained that the herdsmen were only defending themselves from thieves.
He claimed that over 1000 cows were stolen at Nengere, a community in the state when the herdsmen were moving out of Benue to Taraba state.
“As we dey relocate go Taraba State through Nassarawa State, for border town of Nengere, thief come collect 1000 cows from us, so we sef fight dem back”, he said.
Gololo added that the crisis broke out while the herdsmen were trying to protect and defend themselves and their property.
Meanwhile, Vice President, Atiku Abubakar, has debunked an allegation that he is the chief financier of Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN).
The association is the national body of Fulani herdsmen.

Florida school shooting: Students to march on Washington

By ONAKPOJERUO PRAISES

Young survivors of Wednesday's school shooting in Florida have announced a national march on Washington to demand political action on gun control.
Student organisers told US media that they were determined to make Wednesday's shooting a turning point in the national gun debate.
The attack, which left 17 students and staff members dead, was the deadliest US school shooting since 2012.
Yesterday protestors chanted "shame on you" to US lawmakers and the president.
Mr Trump said last year he would "never" infringe on the right to keep arms - a long-running and contested debate within the US.
In his first public comments on the gun control issue since the attack, Mr Trump blamed the Democrats for not passing legislation when they controlled Congress during the early years of Barack Obama's administration.
He also rebuked the FBI for missing signals before Wednesday's school shooting , after the organisation admitted it had failed to act on a tip-off about the suspected shooter Nikolas Cruz.
US students demand 'Never Again'
Who are the victims?
A school shooting comes to 'paradise'
What are the students' plans?
Speaking on US television networks on Sunday morning, student survivors from Marjory Stoneman Douglas announced their March for Our Lives campaign.
They are planning to march on Washington on 24 March to demand that children and their families "become a priority" to US lawmakers. They want other protests to happen simultaneously in other cities on the same day.
"We are losing our lives while the adults are playing around," Cameron Kasky, a survivor from the school said.
It is one of many student-led protests amassing support on social media in the wake of Wednesday's attack.
On Saturday students and their parents - as well as politicians - took part in an emotionally-charged rally in Fort Lauderdale, close to Parkland.
Arguably the most memorable moment came when high school student Emma Gonzalez took to the podium and attacked the US president and other politicians for accepting political donations from the National Rifle Association (NRA), a powerful gun rights lobby group.
"If the president wants to come up to me and tell me to my face that it was a terrible tragedy and... how nothing is going to be done about it, I'm going to happily ask him how much money he received from the National Rifle Association," said Ms Gonzalez.
"It doesn't matter because I already know. Thirty million dollars," the 18-year-old said, referring to donations during Mr Trump's presidential campaign.
"To every politician who is taking donations from the NRA - shame on you!" said Ms Gonzalez, who took cover on the floor of her secondary school's auditorium during the attack.
According to the Center for Responsive Politics, the NRA spent $11.4m (£8.1m) supporting Mr Trump in the 2016 campaign, and $19.7m opposing Hillary Clinton.
Florida shooting: A survivor's story
Trump reassures US gun owners
What is Mr Trump's stance on gun control?
The president's views on gun control have shifted over time. In recent years, he has pledged to fiercely defend the Second Amendment to the US Constitution, which protects people's right to keep and bear arms.
Last year, he told an NRA convention he would "never, ever infringe" on that right.
In a tweet late on Saturday, the Republican president accused the Democrats of not acting on gun legislation "when they had both the House & Senate during the Obama Administration.
"Because they didn't want to, and now they just talk!" he wrote, referring to criticism from Democrats following Wednesday's shooting.
Mr Trump - who on Friday met survivors of the attack - has also blamed the shooter's mental health and the FBI's failings.
The US news network CNN has invited Florida lawmakers and the president to attend a town hall event with survivors of the attack on Wednesday.
Saturday's rally coincided with a gun show in Florida. Hundreds of people attended the event at the Dade County fairgrounds, despite calls to cancel it.

What do we know about the suspect?
Mr Cruz, 19, is a former student at the Marjory Stoneman Douglas High School.
He was reportedly investigated by local police and the Department of Children and Family Services in 2016 after posting evidence of self-harm on the Snapchat app, according to the latest US media reports.

Tales of heroism from Florida attack
Child services said he had planned to buy a gun, but authorities determined he was already receiving adequate support, the reports say.
The reports come after the Federal Bureau of Investigation (FBI) admitted it did not properly follow up on a tip-off about Mr Cruz last month.
The 5 January tip was not the only information the FBI received. In September, a Mississippi man reported to the law enforcement agency a disturbing comment left on a YouTube video under Mr Cruz's name.
Florida Governor Rick Scott called for FBI director Christopher Wray to resign over the failures to act.
In a late tweet on Saturday, the President rebuked the organisation for their handling of tip-offs.
"Very sad that the FBI missed all of the many signals sent out by the Florida school shooter. This is not acceptable. They are spending too much time trying to prove Russian collusion with the Trump campaign."

What home remedies can help with a runny nose?

By ONAKPOJERUO PRAISES

Stopping a runny nose | Tips for coping |
Seeing a doctor
A runny nose can be one of the most annoying symptoms of the common cold. Thankfully, there are several natural and home remedies to try.
In this article, we look at the following ways to stop a runny nose:
hot drinks
hot steam inhalation
hot baths
neti pots
capsaicin
We also look at the evidence supporting these remedies and list some tips for coping with a runny nose.
Five ways to stop a runny nose
1. Having a hot drink
A hot drink may help a runny nose caused by a cold.
A hot drink is a traditional, well-known remedy for a cold. In fact, there is some science to back up this home treatment.
A 2009 study published in Rhinology found that drinking a hot beverage helped to reduce the symptoms of a cold.
The study noted that the effect might be mainly psychological, but it also identified a physical reaction. The hot drink stimulated a nerve linked to the oral and nasal cavities, which may explain the relief of cold symptoms.
2. Hot steam inhalations
There are different ways to perform a hot steam inhalation, but the basic idea is the same. A person adds herbs or essential oils to hot water, leans over the water, and breathes in the steam.
A 2015 study published in the Journal of Dental and Medical Sciences looked at ways steam inhalations containing various additives helped to treat symptoms of the common cold.
The study found that symptoms improved faster, and more effectively, with inhalations than without.
3. A hot bath
A person can likely get some of the benefits of steam inhalation while soaking in a hot bath.
Resting in a hot bath will naturally lead to inhaling some steam, while also helping to relax the muscles of the body.
4. Neti pots
A neti pot is a more complicated method of relieving a runny nose, although studies have show it may be effective.
A neti pot is a device that looks like a small teapot. People use it to flush out the nose and sinuses.
To use a neti pot, a person should lean over the sink, tilt their head sideways, and pour water from the pot into one nostril until the pot is empty.
If done right, the water will be released from the opposite nostril. The person should then refill the pot and repeat the process on the other side.
Neti pots may seem like a strange concept, and they are a bit messier than nasal sprays. However, they can be effective at clearing up a runny nose. Various brands are available to
purchase online .
A 2009 study in The Journal of Family Practice found that "large-volume, low-pressure irrigation," such as that achieved using a neti pot, was more effective than nasal spray at improving the investigated nasal sinusitis symptoms, including a runny nose.
5. Chili nasal spray or spicy food
A 2016 review published in Current Allergy and Asthma Reports found that nasal spray containing capsaicin — the compound that gives chili peppers their heat — could effectively treat non-allergic rhinitis . This condition causes a runny nose, among other symptoms.
Spicy food can initially make a runny nose worse. However, the authors noted that capsaicin is unique among natural irritants because the mild irritation it causes is followed by a long-lasting period during which symptoms significantly improve.
While capsaicin nasal spray has proven effective, people are not advised to make their own at home, using chili powder. Tested brands are available to purchase online.
A person with a runny nose may also benefit from eating the spiciest food they can handle. The runny nose is likely to get worse during the meal, but any sinus congestion may improve shortly after the meal is finished.
Tips for coping with a runny nose
Soft, moisturizing tissues may help to relieve pain caused by raw skin around the nose.
The following are some straightforward tips to help clear up a runny nose and make the whole experience less unpleasant:
Use soft, essential oil-infused tissues. One of the most irritating parts of having a runny nose is rubbing the skin raw by continually wiping it. Using extra-soft, essential oil-infused tissues may soothe raw skin and prevent further irritation. These tissues are also available online .
Use the most effective remedies just before bed. Sleep is essential for mood and overall health, not least when recovering from a cold. Use the most effective treatments at bedtime, to ensure a restful night.
Focus on relaxing at home until the problem clears up . It might be hard to enjoy a social event while feeling self-conscious about a runny nose. Viewing the symptom as a reason to stay home and focus on recovery can be helpful.
When to see a doctor
A runny nose is typically not a medical emergency. However, it can be a symptom of certain chronic or acute conditions, such as a sinus infection or rhinitis.
If a runny nose does not begin to improve after a few days, it may be a good idea to consult a doctor, especially if the pe

Off-duty officer killed protecting woman in 'domestic situation

By ONAKPOJERUO PRAISES

An off-duty police officer in Maryland did not hesitate when a distressed neighbor knocked on his door asking for help.
Corporal Mujahid Ramzziddin, a former Marine and Medal of Valor winner, was fatally shot Wednesday morning when he "stepped in to protect a woman threatened in a domestic situation," according to Prince George's County Police Department.
The gunman was identified as 37-year-old Glenn Tydell of Brandywine. He was shot and killed during a confrontation with police.
Ramzziddin was a father of four and a husband. He had been assigned to the Special Operations Division, Harbor Unit and served as a police officer in Prince George's County for 14 years.
"He lived a consequential life and suffered a consequential death," Police Chief Hank Stawinski said. "But he saved her life by giving his own."
Prince George's County state's attorney Angela Alsobrooks slammed the suspect as a "gutless coward" who "took the life of a very important member of our community."
Stawinski said the shooter had a record of domestic incidents spanning several different counties.
Ramzziddin "immediately responded to that plea for help and shortly thereafter found himself in a confrontation with a man armed with a shot gun," the chief continued.

Stawinski noted the investigation is ongoing, but said based on previous offenses the suspect should not have been legally able to obtain a firearm.
There was a large police presence near Chadds Ford Drive in Brandywine in the hours after the violent incident and a witness told
WJLA he heard up to 20 gunshots.
"It's another sad day in America," Stawinski lamented.
Authorities requested “patience and respect” while they continued their investigation into the deadly confrontation, adding “our sole focus is the family.”

The area remained closed to traffic into the afternoon. Authorities said MD-210 and Old Fort Road in Fort Washington would be shut down in both directions, likely into the evening.

She Keeps Aborting My Pregnancies Since We Got Married 3 years ago - Husband

By ONAKPOJERUO PRAISES

“My lord, I curse the day I met my wife. She’s nothing but a devil. I do all in my power to meet her s3xual need and seek that we raise a family of our own, but she keeps aborting my pregnancies. It’s obvious she’s not interested in having children for me. I’ve wasted time enough. I, therefore, pray the court to terminate our marriage. “
Emmanuel Adeola who said the above, had approached Oja Oba/Mapo Court C Customary C, Mapo, Ibadan, Oyo State, seeking the dissolution of his three-year-old marriage to his wife, Funmilola Adeola.
Emmanuel in his suit accused his wife of being troublesome and violent, adding that she was in the habit of aborting her pregnancies, an act which has left them childless for the three years they have been married.
He thus urged the court to terminate their union so that he could start his life afresh.
“My wife’s behaviour was like that of an angel when we met and this encouraged me to go into a relationship with her. We courted and later got married, but I’ve known no peace from the first day of our marriage. She put off her angelic act and started displaying her devilish nature.
“She’s stubborn and disobedient. She refuses to take instructions from me and derives pleasure in fighting me.
“Any time I insist my will should be carried out as the head of the home, she will get angry and fight me. When she’s angry she goes violent and destroys my property. I have spent a fortune replacing all she has destroyed, “he told the court.
“My lord, my main reason for coming to court is that she has kept aborting my pregnancies since we got married three years ago. She has failed to desist from this practice despite showing my displeasure at it. I have reported her to her family members but there has been no change. Today, we have no child of our own and we are not getting any younger.
“My lord, all I ask from the court is to separate us so that I can pick up the pieces of my life, “he said.
Funmilola agreed to divorce.
She gave her evidence thus,: “My lord, he’s a liar and just exaggerating. All he’s working towards is an easy means of getting me out of his house.
“It is true I abort his pregnancies, but it is always with his consent. He always asked that I did so because he said he’s not yet ready to have babies.
“He’s a drunk and is in the habit of beating me any time he returns home drunk. He will kick and push me which leads to our property being destroyed as I fall on them.
“The last time he claimed I aborted a pregnancy, he kicked me in the belly with his heavy Timberland boot. I bled heavily and lost the baby. My family members thereafter insisted that he must write an undertaking stating that he would never beat me again. He did but he didn’t change.
“He borrowed some money from me but refused to pay back. He kept telling me he had no money but went to buy a new phone after the one I gave him got spoilt. I got annoyed and told him he didn’t have a conscience. He beat me mercilessly and didn’t leave me until one of our neighbours came to my rescue.
“I moved out of his house temporarily when he came to court and I was served a court summon. He accused me of taking his clipper along with me and threatened to deal with me.
“One of our neighbours told me to come for the money of the goods she bought from me and I went. The moment he sighted me, he rushed at me, hit and pushed me down the staircase. He tore my clothes and left me almost stark naked.
“He reported me at the police station and lied that I took his belongings with me. After listening to both of us we were asked to go while they asked us to keep the peace till we come to court, she concluded.
After listening to both parties, the court president, Chief Ademola Odunade stated that more evidence would be needed. He, therefore, adjourned the case till, March 27 and ordered both parties to come to court with their parents.

Samsung Galaxy S6

By IHWUGHWAVWE MAUREEN KPAROBO

amsung announced the Galaxy S6 at Mobile World Congress in Barcelona on March 1, 2015, as a fresh successor to 2014's Galaxy S5. Aside from the general shape and size, there's not much in common between the two consecutive models. Alongside the S6 came the
S6 edge, a variant of the S6 with identical specs, but with a curved screen that wraps around the sides of the device.

The Galaxy S6 has the same sized 5.1-inch screen and button placements, but is made of a solid metal frame with Gorilla Glass 4 on both sides giving it a completely different look and feel. This differs greatly from the previous year's Galaxy S5 which was constructed mostly of plastic. The display is now QHD (2560x1440), and the internals have been bumped up to support it — with an Exynos octa-core processor, 3GB of RAM and 32/64/128GB of storage.

Galaxy S6 Specs
Galaxy S6 Design
With the design change Samsung also decided to drop the seemingly-popular SDcard slot and removable battery (which is a smaller 2550mAh unit), and instead thinned out the phone to just 6.8mm thick and included both Qi and Powermat wireless charging capabilities. The camera in the Galaxy S6 is also an extreme improvement from years past, and arguably one of the best smartphone cameras to date for Samsung. The S6 also supports both major wireless charging standards. A fingerprint scanner built into the home button offers added security for users, and is much improved from the S5. Where the S5 required your to slide your finger to scan, a simple tap does the job on the S6 — and does it extremely well.
The Galaxy S6 also features Android Pay and
Samsung Pay, (Samsung's alternative to Android Pay). Both services allow uses to pay with their phone at NFC-enabled terminals, however Samsung Pay also lets users of Samsung devices pay at nearly any credit card terminal -- even if the terminal does not support enabled. It does this using built-in hardware that is able to talk to older terminals using Magnetic Secure Transmission — or MST — in addition to standard NFC transmission.
Galaxy S6 Camera
The camera on the Galaxy S6 is one of its brightest new features, carrying over the same image sensor and optical image stabilization from the Galaxy Note 4. The camera on the S6 features a f/1.9 aperture, HDR, and object tracking autofocus. New features combined with better low-light performance make the camera on the Galaxy S6 one of the best we've seen on an Android phone thus far.
Galaxy S6 Battery
One aspect of the Galaxy S6 that left a bit to be desired was the non-removable 2550MAh battery. Unlike the S5 — which had great battery life for most and featured a swappable battery — the S6 battery life was not on par for most, leaving many complaints about the need to charge frequently since the phone did not make it through the day on a single charge.
Galaxy S6 Rumors
Rumors of the Samsung Galaxy S6 first surfaced sometime around January 2015. It was first reported that Samsung would be ditching the Qualcomm Snapdragon 810 processor in favor of the Exynos system-on-chip (SOC) for the Galaxy S6. It was later reported that the S6 would have an all-metal body, breaking away from the mostly plastic versions of the device in previous years. It was also noted that two variants of the S6 would be made available -- standard design as well as a model with a curved screen. On February 22, 2015, the S6 was officially teased by T-Mobile, showing off a curved device with the line "Six Appeal".

The Galaxy S6 launched globally at the beginning of April 2015 in four different colors — white, black, gold and blue — with support from the

With the Galaxy S6, Samsung is for the first time in years making smartphone hardware that is on par with — or better than — what the rest of the industry is putting out. With a finely-crafted metal and glass body, the GS6 certainly looks worthy of the price tag Samsung has put on it, and that's before you get to the high-end internals and industry-leading display.
World Cup Qualifier more important than inaugural Ireland Test - Kevin O'Brien

By IHWUGHWAVWE MAUREEN KPAROBO

The splendour of medieval Malahide Castle in Dublin forms a fitting backdrop as Ireland players pose in their pristine new Test kits before the cameras.
For this is all about history - there's a nip in the air on a grey winter's day but come May surely the sun will shine in Ireland's inaugural Test just yards from the castle.
When the Ireland and Pakistan teams take to the field on that spring morning, it will be the fulfilment of more than a decade of campaigning for Test status and a new entry in Irish sporting history.
It's a pretty big distraction as Ireland attempt to secure a fourth straight World Cup appearance in 2019.
Swashbuckling exploits in the tournament, including famous wins over Pakistan and England, inspired and fuelled the successful bid for Test status.
All-rounder Kevin O'Brien was the Ireland hero in 2011 when he struck the fastest century in World Cup history to take them to a sensational victory over England in Bangalore.
Zimbabwe host the qualifying tournament for next year's World Cup in England and Wales, and Ireland take on Netherlands in a Harare opener on Sunday.
O'Brien, who will be a key figure in the qualifiers and maiden Test, is clear on what matters most to him.
"I may say something that Cricket Ireland might not like but the ultimate for me is the World Cup qualifiers - I want to play in another World Cup," says the 33-year-old.
"These are the biggest games this year. I know with the tournament being held in England we would have a huge following there.
"It's going to be a historic day with the first ever Test for Ireland and it would be fantastic to play in it if selected.
"But first and foremost for me are the qualifiers and if Ireland don't make it to the World Cup it's going to be a huge disappointment."
The controversial change to the World Cup format - reducing the number of teams from 12 to 10 - leaves Ireland in the unaccustomed position of not going into the qualifiers as favourites.
Ireland now have to contend with established Test-playing sides West Indies and Zimbabwe along with their usual foes.
Odds against
The bookies reckon Afghanistan are also a better bet than Ireland to progress, with only two World Cup spots up for grabs.
Ireland beat West Indies in the 2015 World Cup and the two sides meet in Group A along with the Netherlands, Papua New Guinea and the United Arab Emirates.
The top three go through to the Super Sixes, which will determine the two finalists who will go into the decider on 25 March having secured a place in the World Cup.
It's a tough ask for an Ireland team adjusting to a new coach after Graham Ford replaced John Bracewell in January following a period of inconsistency.
"The transition from John to Graham has been smooth as they have a similar philosophy - he keeps it simple and it's still a player-led team," adds O'Brien.
"I certainly like the underdogs tag - it will benefit us going into the tournament and I like to prove people wrong.
"It's going to be difficult and we have to improve, getting back to the heights of 2011 and 2015 and where all Irish fans want to see us.
"West Indies and Netherlands are very good sides, while we have lost to Papua New Guinea, so we'll to be at our best."
An impressive series win over Afghanistan before Christmas was followed by tri-series success against Scotland and the UAE a month later.
Paul Stirling scored 156 runs in consecutive innings as the good form was continued in World Cup Qualifier warm-up games in South Africa.
Thursday's final-ball victory over Scotland in Bulawayo completed Ireland's preparations, with seam bowler Boyd Rankin claiming a timely five-wicket haul.
Thinking big
Ford has his team ticking along nicely, and qualifying for the World Cup is just one of the ambitious targets set by the former South Africa and Sri Lanka coach.
"I would like to see Irish cricket recognised on the big stage, which would mean beating top teams in any format of the game," says the South African.
"If we can get a reputation as a side which, on our day can win these fixtures or come very close on a regular basis, I would feel very proud of what the boys have achieved.
"Every time they pull on an Irish shirt it's a major event for the team and they want to give 100%.
"We always have to up our game in all three disciplines - we can't go into a tournament of this intensity and be slightly off in any department of the game.
"The feeling in the group is one of total focus on the white-ball game and the qualifiers, and then switching to putting huge emphasis on the Test match."

New Zealand v England: Kane Williamson ton not enough to deny Eoin Morgan's side

By IHWUGHWAVWE MAUREEN KPAROBO Third one-day international, Wellington (Westpac Stadium):
England 234 (50 overs): Morgan 48, Sodhi 3-53
New Zealand 230-8 (50 overs): Williamson 112*, Moeen 3-36
England won by four runs
Scorecard
England held on to win a thrilling third one-day international by four runs, despite a classy century from New Zealand captain Kane Williamson.
On a difficult surface, England battled to 234, a total that looked plenty when the hosts slipped from 80-1 to 103-6.
Williamson added 96 with Mitchell Santner and reached 100 in the 49th over, leaving 15 to get from the 50th.
He hit Chris Woakes' third ball for six but could not find the required maximum from the final delivery in Wellington.
England go 2-1 up and can seal the series in Dunedin on Wednesday.
Victory in a match that begins at 22:00 GMT on Tuesday would give England their fifth successive ODI series success as they build towards the 2019 World Cup on home soil.
That World Cup ambition seemed particularly pertinent in Wellington, a ground where England suffered their must crushing defeat in their abject 2015 tournament - a nine-wicket loss to New Zealand in a day-nighter completed before the floodlights were turned on.
Here, Eoin Morgan's improving side adapted to the tricky conditions. Their batsmen showed the required patience and application, spinners Adil Rashid and Moeen Ali dismantled the New Zealand middle order and the death bowling did not crack under the pressure of a tight finish.
Whereas victory in the second ODI in Tauranga was an all-round demolition of the Black Caps, this was a streetwise and intelligent performance, even if England were almost denied by the brilliant Williamson.
Wonderful Williamson denied at the last
In contrast to England's innings, there seemed to be no evidence of the ball misbehaving when Colin Munro was leading the New Zealand chase. Skittish at first, the left-hander grew in confidence to punish the inaccuracy of Tom Curran and the fit-again Mark Wood.
However, after he was brilliantly caught for 49 at short cover by Ben Stokes off Rashid, the Black Caps came close to a complete implosion.
Mark Chapman miscued to point, Tom Latham was lbw on review and Colin de Grandhomme holed out to long-on, all from Moeen's off-spin. In between, leg-spinner Rashid trapped Henry Nicholls leg before. At one stage, the home side lost three wickets for one run in eight balls.
However, the unflappable Williamson, returning after missing the second ODI, remained. The skipper played cuts and swatted a Moeen full toss for six but, in the main, accumulated with dabs behind point and nudges off the pads.
He found an ally in left-hander Santner, who made 41 before being run out backing up off the fingertips of Woakes, departing with 36 required from 28 deliveries.
Although Williamson hit Curran's first ball of the penultimate over for four to bring up his century, the Surrey seamer conceded only three more singles.
Fifteen from the final over became seven from three balls when Williamson slapped Woakes over the leg-side fence, only for the Warwickshire man's full length to yield just two more runs and leave the home skipper close to tears as he left the field.
Mature England adapt
England lost four of their 19 completed ODIs in 2017 and, for two of those defeats, were guilty of naively disrespecting the conditions.
In the third match against South Africa at Lord's in May, they were reduced to 20-6 on a green surface and, in the Champions Trophy semi-final on a slow Cardiff pitch, Pakistan bowled them out for 211. On both occasions, they were unable to curtail their ultra-aggressive intent.
Here, as they ball leapt, kept low or stuck in the surface, England recognised that run-scoring was difficult and favoured accumulation over all-out assault.
Morgan's 48 came from 71 balls, while Stokes was even more reserved for 39 from 73, their fourth-wicket stand of 71 compiled mainly when medium-pacer De Grandhomme was bowling 10 overs in succession for 1-24.
Even though Morgan was bowled by Tim Southee and Stokes was caught at long-off to give impressive leg-spinner Ish Sodhi the second of this three wickets, they had laid a platform for the tourists to accelerate.
Jos Buttler added 29 from 23 balls, Moeen 23 from 19 and Woakes 16 from 15. Even Rashid's 11 from eight deliveries was most welcome.
England took 68 runs from their final 10 overs. Ordinarily, that would be a disappointing return. Here, it was just enough.
'A brilliant game of cricket' - what they said
England captain Eoin Morgan to Test Match Special: "It took us a while to get going and it felt like we were batting with the wrong end of the bat. It was challenging, but we committed to the plan.
"The fact we have defended 230 is a big feather in our cap. We aren't known for that. We are known as a side who are aggressive with the bat, but this winter our bowlers have done well.
"You get to see the true character of guys when the pressure is on. It's great to see players stepping up to the plate and delivering their skills."
New Zealand captain Kane Williamson: "You have to give credit to England because they got in on that surface and they deserved to win. In our innings we were in a position of strength but stumbled a bit and it's shame not to get across the line.
"Our bowling unit did a good job and it was a competitive total. We started well but couldn't hold it together in the middle."
Former England batsman James Taylor on BBC Test Match Special: "Well played England. They were put in on a testing surface. New Zealand got off to a decent start, but those five wickets for 23 runs in the middle overs did it for them.
"I feel for Kane Williamson, what a knock - he played smart, intelligent cricket and batted beautifully."
Ex-England spinner Graeme Swann on TMS: "The discrepancy in bounce made this a below-standard one-day pitch. Ben Stokes milked it well; Martin Guptill just tried to play his shots and got out.
"Kane Williamson deserved to be in a successful chase but his middle order let him down."

My Biggest Regret Is Not Having A Female Child - Nigeria's Richest Woman, Folorunsho Alakija Reveals

By IHWUGHWAVWE MAUREEN KPAROBO

The richest woman in Nigerian, Folorunsho Alakija, has been in the news for a while now. Just some few days, the oil mogul revealed in a Facebook post that she accepted her oil bloc out of faith and here she is today, a billionaire.
This statement didn't go well with most Nigerians as they believe she only got the oil bloc through the connection she had with people in power.
In a recent interview, Folorunsho Alakija spoke on her philanthropy, family and meeting the current richest woman in Africa and more.
When asked if her passion for women and girls empowerment was fueled by the fact that she don’t have a girl child, she said:
“No. The passion I have about women comes first from the fact that God has called me to help widows and orphan children. The other area is because of my entrepreneurial mentality. I realised that the world could be a better place to live in if everybody has money. I was born into a family of entrepreneurs. Right from a tender age, I have been seeing how people trade and are making money.
“How can the world leave out over 50 per cent of its population – women – in the scheme of things? When all hands are on deck, then we can achieve our goals. That is the idea of my philanthropic activities. I would love to see a better world where women are being given the opportunity to make the world a better place.”
On her plans about joining politics, she said:
“God has not called me to politics. I know that I am not the only one around. There are those who would be interested in that area. For now, it is not my calling. I would certainly not object to people with such aspirations. In whatever way I can support, I would but if it is something that would bring me into the limelight, I would take a step back.”
When asked if she has met the current richest African woman, Isabel do Santos, who just dethroned her, she said:
“Yes, I met her at a conference in South Africa about five years ago. I went up to her to introduce myself. Unfortunately, she did not have her complimentary card on her at the time. I have not seen her since then.”
On her biggest regret, she said:
“I would have said I would have loved to have a female child. But I can’t say that now because God has been merciful. We have two female grandchildren already. They made up for it.”
According to Folorunsho Alakija, the biggest decision she has ever made in life is giving her life to Christ:
“Giving my life to Christ. At the time I did, I wondered what took me so long and why I did not know him before that. That was 27 years ago. I give him all the glory.”
